Abandoned dogs near Robinsville, North Carolina

I found 4 dogs ( hound dogs probably for bear and wild hogs) with radio collars near Robinsville NC at the Swan Cabin. They were in bad shape. Very undernourished. There was no cell service out there so couldn't call the owner (Name and number was on the collar) I did feed them some and they were happy to get it. Saw another bird dog limping through the woods but he didn't stay around. Very friendly dogs and when I got back to town ( 3 days later) made a call to the owner to tell him where they were but he didn't want anything to do with them and he was half the state away anyway. I guess a lot of dogs run off and are never found but they seem to survive somehow on their own. I notice them digging below the vegetation and eating the dirt. Must be some nutrients there. Is this a common occurrence with hunting dogs and is there anything that can be done to round them up for adoption?
