"Fly Biting"

Anyone ever see or hear of a dog with fly biting syndrome? My neighbor has a 2 year old non hunting GSP that has started fly biting recently. This is not biting at actual bugs as I think all dogs do that. This is snapping at imaginary ones in the house to the point of the dog freaking out and hiding. Her vet said it is a mild form of seizure and can be medicated with seizure meds or possibly anti anxiety meds. I had never heard of it before but from google search they likened it to tail chasing and is more common in some breeds than others. Seems to be a lot of varied information. My neighbor does not want to medicate her dog if she doesn't have too as most meds are required for life once begun. She is looking for some alternative. Thanks for any suggestions.

I read about it in an old PDJ several years ago(I think)
I have a Llewelyn setter that hates flies and bees and constantly bites at them to the point of having her face swell up twice in size
